I got a confirmation from other mods. Thumbnails currently share the same TOS as plain images, which means they can contain nudity as long as the flag is set. I try to catch offending thumbnails as soon as possible, but you can understand that I can't do that while at work (I have work to do for one, and nudity on my work PC could get me in trouble). But you can always alert me by IM if you come across a thumbnail that is missing the nudity flag :)
