It might be less than 4gb, because I've hit that wall a few times myself on a FAT32 system. It's not just 'illegal' stuff, it can also be a problem for legitimate uses, like if you are a video editor who needs to convert video from tape to DV, or converting large animations from still image sequences to a single uncompressed video format, for output to film or DVD.
