I think Gimp can use PhotoShop PlugIns and assuming you've mastered starting one up then that's pretty much all you need to know. This free Snowflake plug in gives you total control over adding snow (confetti, etc.) to your image. You can set size, opacity, color, amount etc. Quick and easy to use.
