In PSP6 (old, I know), you can open your BMP and choose File->Export Image->JPEG, then choose the percentage of compression. I think that this is what Bryster said in his original post; he is wise. =) If you choose low values of compression, you will have lower compression artifacts. I've never had the exporting function in PSP "blur" it, although at higher levels of compression you do get a lot of artifacts.
