sorry for the lateness of my message but i have been extreamly busy and regret to say im unable to help with a tut as i will busy for some time yet but you should be able to learn a lot by looking at the anime cartoons as even lookign at them study how the hair is it is very simple to do thou what you could do is make a cone and then cut it into a few sections maybe 8 and then use the bend tool or move points around untill you get the desired look
