In any ortho view, select the object you'd like to zoom in on. Left click and HOLD on either the + or - zoom button on the lower right of the screen. Now by moving the mouse to the left or right, you can zoom in or out on the selected object.
Not a wheel function, but close on results.
John P.S. In the Camera View, this will zoom in or out on the entire scene with the current camera direction, regardless of any selection of objects.
