The slower the rate, the more 'dropped frames' will appear. Even at 30 fpm, if your hard drive is too slow, you will have notchy films. Go ahead and render, then run it and watch. Programs like VideoWave, or Adobe Director are good for home use on avi's. I recommend a scsi drive, 256m ram minimum, and something above an Athelon 750 if you want broadcast quality. The ram is a real issue.
