Thunder theft is no longer a federal offense in 32 states. However, just because the Feds don't worry about it doesn't mean local city governments take it lightly. Also if you read the fine print of the Thundriot Act, the Feds can tap your phone to keep track of it. They just charge you with Income Tex evasion rather than "theft" if you derive any kind of income by using the stolen thunder.
