jpeg isn't saved just as "95%", it also has another setting (forgot that name) for the way it samples the pixels, to decide on the way to compress a file into jpeg not sure which apps have it, many lower end apps i've seen don't which mean the sampling is set only one way (most likely default) i know PSP has it, but again this is for compression and for those who don't know, setting compression to any settings creates changes, even at 100%, unless sampling is 1x1 it might not be noticable, but if the result image is being used as maps with and such, it can create noticable changes in the end, i'd never compress and lose quality for the parts used in a pic, only compress the full end result and then only if needed, and i always keep full unchanged renders just incase i want that extra bit of quality for somethin
