What camera have you got Fuzzy? Not knowing that the best I can offer as advice for now, is that if you are getting too much light, shoot early morning or late afternoon. Use a polarizer and or ND filters to further reduce the light. if your camera hasnt got a real slow shutter, it is more difficult to get the effect, one thing that you can do, is choose a water scene with fast flowing water, a shutter of 1/15 may be slow enough in the right conditions.
