Actually it doesn't happen automatically on new orders.
We run every order thru a service that calculates its fraud risk and if you score above a certain level your order is placed on hold. The "harsh wording" is because I'm a programmer, not a marketing person. We've sent off to the marketing people to make it nicer. Sorry about that.
Schtumpy's case is a good example and his order was found to be a higher than normal fraud risk because he's using a free email service and the computer he's purchasing on was located over 900 miles from his billing address, these 2 items along with it being his first order with us caused his order to be deemed a "high risk" and put on hold. I only share this to give you an idea of the level of checking we do to reduce fraudulent orders and why your order might get put on hold.
Again I'm sorry for the harsh warning; I'm a programmer not a marketing guy. We'll soften the wording ASAP.
