To redistribute the figure, YOU DO NOT NEED A SPECIFIC CLAUSE SAYING YOU CAN; but if the original distributor wish to restrict that right, HE WOULD HAVE NEEDED TO INCLUDE A SPECIFIC CLAUSE SAYING YOU CAN'T!
With items that are Copyright, then any right not specifically granted (by licence or provisions within the Copyright legislation) is forbidden.
(Re)distribution is one of the rights that must be explicitly granted.
