If the horse is one figure and the tail is another figure, as Bloodsong seems to say, what he seems to want is a pose file that poses two characters at once. I also would like e.g. a pose file that can pose a man and also my flamethrower model and parent and IK-parent the correct parts of each to each other, etc. Likewise it would be useful if a pose file could automatically load and pose props such as a hair or a weapon.
