That's only for lifetime membership, you pay by the month or 3 months or year or lifetime. With lifetime you never pay again, but the rest are all time limited. Actually one of the best sites out there. Whenever a new character comes out you can pretty much bet that Steve is making new items for them.

It is the main webpage that tells about the company and the items and how to sign up but you shouldn't have to sign up to get the freebie.
