for hair or clothing that appears in your figures section of the library: select the article and goto the 'Figure' pull down and click on 'Conform To...'

this will give you a dialog box where you select the figure to conform to. in this case you will want to pick the human figure you are trying to dress.

for hair that appears in the hair section of your library you will want to select the figure that needs the hair prior to inserting the hair. It should automaticly parent to the head of that figure.
