It depends on your personal preference.
Since most different 3d programs have significantly different interfaces and levels of complexity, the best recommendation would be to try several different programs and stick with one you like.
Wings3d is free, and fairly easy to work with, although it lacks a lot of the power more expensive progams have. It can, however, serve as a starting point.
Shade 7 or 8 has a great deal of Poser compatibility, but isn't the easiest program to master.
Hexagon looks nice, and seems (from what little I've fiddled with in it) to have a fairly intuitive interface, and some of the tutorials available at PoserPros make clothing creation seem quite easy.
Of course, there are numerous other programs out there that can do modeling, like Rino and 3DS Max, and many offer demo versions for a person to try and decide if they like.
