Of course they're proceeding as planned. In the six plus years I've been coming here I can't think of one instance where they DIDN'T just go ahead with a bad plan. They don't have it in them to admit they're wrong until the proverbial shit hits the fan and they have no other choice. The big brother "we know whats best for you" attitude is encoded in their damn DNA! :)
