Take hard brush and increase the spacing until you are satisfied in "brush palette". Make new layer and click with the brush in one corner of the canvas then hold the SHIFT and click on other corner, and you`ll get perfectly spaced rivets. Duplicate the layer and use filter-stylize-emboss. Change the blend mode to overlay :)
