If it's telling the truth (which I doubt), it means that a lot of pictures are being viewed mainly in reduced form.   Somebody who doesn't make the effort to view the full-sized picture isn't really qualified to comment on it (either favourably, or otherwise).   Perhaps, the option to comment ought to be disabled until the image is displayed at full size.
