You need lift-vector thrusters to get and keep it off the ground and control surfaces to guide it through the air. (Something like a Rutan, whittled down might do. It favors a Rutan plane.)
I'd also suggest some steering, side-slipping jets to maneuver around the tight turns. The thing will move like a high-speed ground-effect machine like a hovercraft, otherwise. The 'side-silpping' jets would be good for passing and weaving back and forth with great power and speed. They'd be side-mounted and steerable.
