I've thought of calling the police, but they are so busy with real crimes that I feel guilty about calling them about a noise complaint.  Besides what would probably happen is that they would show up hours after the party stopped.

I wrote a letter to the agency and faxed it over. They will send out a warning letter to them.  The last time I complained about them they got a warning letter and they were "tolerable" for about 1 month.  Unless someone else has also written to make complaints about them, this will be their second warning, and three strikes and your out.
