We have drunk people living above us. They used to get  up when everyone else went to bed. The hallways slept of *** where their friends would sleep and do nasty things.

We tried complaining to our housing manager and we got told as they had 'substance misuse issues'. We should be more tolerant of their lifestyle. Cops and local noise officer didn't want to know.  

After one of my neighbours crashed his van because he couldn't sleep. So all the residents got together  an every time they made the slightest noise someone would bang on their door and have a go at them. The stairwells got hosed down every day despite anyone sleeping there. Now they are as quiet as church mice.

BTW - In the UK. Don't ever try tackling teenage anti-social behaviour on your own. You don't get sympathy from the cops, just arrested photographed and fingerprinted.
