1st ask them not to do things that piss everyone off.

if that dont work try plan two

if you can get to your neighbours power supply turn it of and pull all the fuses, replacing them with blown one is best.

bad milk in the letter box

get some big ugly mates the bigger and uglyer the better to have a word with them

or wait till its nice and peaceful then knock on the door and do your best crazy screamin woman act you can.
