Too bad you can't fight fire with fire, so to speak. 
Several years ago my husband and I lived in a duplex.  We lived there several years and had mostly good neighbors.  Except this one time when a couple of guys moved in.   It wasn't bad at first, but then they started playing this really strange music. Always after eleven pm, and really, really loud.  We didn't care on the weekends, but during the week was a different story.
Talking to them, and  calling the police always worked for about two days before it started up again.  Even when Wichita's finest started giving them tickets for disregarding the local ordinances.
Now, my hubby and I are old school head bangers.  So, after four or five months, we decided to fight back.  Whenever the music would start and wake us up, we would stumble out to the living room and put our own music on and crank up the stereo.  We found that Ozzy, Black Sabbath and Pantera worked the best.  Only took them a week to get the message permantely.  They still played their music, but turned it down after 10.
