I had a friend of a friend that had a similar problem with some downstairs neighbors that would NOT turn down their music. He tried a lot of different types of music to blast them out but most didn't work. Finally, he bought a caliope CD (carnival/circus music) and put it on repeat, lowered the speakers to the floor and pointed them down, turned up the stereo and hit play. Then he left. They got the point and if they ever started up again he could just play the first few notes fairly loud and they would run to the stereo. Bagpipes also work I am told.
