Well, at least as a renter you have an option to move...
I have/had the same prob, only I bought a house that is the crux between the good neighborhood and the bad...
The family across the street moved away and rented out their house... the rent management they hired let a pack of hyenas move in... they partied day/night, stuff got stolen.... a real pain.
Eventually the owners came back to find their house half destroyed. Needless to say, the renters were evicted as the house got fixed up to be sold again... this time it was to a family who wanted to live in the house (not rent it, thank God)
So be thankful that you didnt buy the apartment, lol...
yeah, it all depends on what level you are at with the police in your area...
Forunately i used to work as a security guard long ago and I knew how far I could go...
I managed to keep the mini-park next to my house clear of pot-smoking juviniles for the last year and a half, by punching out one of the dealers smoking drugs with his buddies and blowing smoke at my kids... (I dont mind if you smoke pot, just not in front of 2-5yr old kids in a park, smoke it in your own back yard... blowing the smoke at my 2yr old was the last straw)
but that helps if youre a big mean looking dude... (I dont advise violent approach unless you know a few "loopholes" to allow you to exert brute force)
Some people now-a-days just dont give a damn, and it seems that we "good" folk who want a desent community end up with the short end of the stick.... (sometimes having a shortend of a stick is not that bad, as the long end is the part of the stick that does the hurtin! hehe)
