Metaballs, squished and postioned close to each other and grouped together might do the trick.
Just add water texture the the grouped metaballs and play with the positions of them while ungrouped. They need to be ungroup for getting the postioning and shape right. Then when you group them (the metaballs) all together and if they are close enough to each other they will join into one watery thing.
