It moves like the following image.
In my world, this tank flies by "Burroughs Efect ". 
"Burroughs Efect " is an antigravity action that acts strongly in the low sky,
and acts weakly in the upper sky.
These tanks are called "Leidenfrost Tank" in my world.

However, it might move by another principle in your world.
