And about ten minutes in bryce with the above image converted to a terrain and same image mapped to the terrain, duplicated the terrain twice, one terrain with a fire mat and wahl lal.  Oil fire.  A little more tweaking and some blurring and smoothing in post work will cause the fire dept. sirens to start wailing.
