With the image (the one you want to use as a fill)  open in Photoshop go to Edit > Define Pattern and give the pattern a name. Click OK.  To use the pattern in another document, create your new layer then go to Edit > Fill. In the Fill window select Pattern from Contents Use: drop down and select your pattern from the Custom Pattern drop down. Click OK.
