Number one reason the police cause trouble and go all Abner Luima on people is boredom.

I've read countless cases that, while not in the reports, essentially begin with "so a couple cops were hanging out bored when a call came in..."

Sometimes when you see 3+ patrol cars stopping one traffic violation it isn't about needing backup, its about passing by and seeing something to do other than run the cycle up and down the freeway yet one more time...

Sometimes this can lead to over-reaction...

Of course the above said, police have an amazing ability to be nowhere near a bad neighborhood when someone who lives there needs their help... Even if they might show up the next day to get one of those locals with 2 swat vans and 10 patrol cars and... literally... go rooting under the foundation of your house looking for random NPCs.
