No credit necessary...actually...that is a modified image.

The original image, had Bush beating Sadam, but I re-did the image to have him beating a dead horse.(it took some time to remove Sadam, and replace him with a dead horse)
In fact...I think the "real" original is a clip from a dirty Harry Movie.

 

Anyway...routers can get clogged and un-clogged depending on the load it is trying to process.

For example..it your path encounters a router in..oh..lets say..Korea, and the router is experiencing heavy volume at that time, you'll likely experience a slow connection.

It may not matter what time of day it is in your local area, but if a router along the way, is experiencing a heavy load in it's time zone, you'll experience a slow connection during the time that the clogged router is experiencing a heavy load.

 

(Short version)

Your local time may or may not matter, but rather the peak time of one of the routers along the path will. and that router could be anywhere in the world, and time zone.
