If you want proper hair animations you're probably better off using dynamic hair. That's after all what it's made for.
Some had had success clothifying conforming hair and in theory it should work. However, I think you'll be better off, if you need to use conforming hair, to use a hair piece with a lot of morphs and then manually keyframe those. That can be doen with good results, too.
I would show you an example but sadly it's of a nature that isn't allowed here...
