Clink on the boots, and then on 'Figure' in the top menu bar.  Mouse point to the command 'Conform to', and select it.   In th edialogue box that then opens, chose the figue that you want the clothing item to conforn to (In this case, you want the boots to conform to Vicky, so choose 'Vicky' or 'Figure I' or however Poser has designated her in the Pose Window).  The clothes should then fit themselves to the figure.
