cross-posted... yes - all polys. This would be bit 'sloppy' since as you say, one huge polygon could through things off.
A further refinement of that (fair amount of additional/redundant code) would be to use that value to create the regions, then go grab the polygons based on that, then look for the maximum edge length of the polys you rounded up with that lasso and use THAT to re-create the region and re-populate it. That way, only the region(s) where that huge one got picked up would still be that big. The other regions would be big enough to catch the next biggest polygon. I'm not sure it's worth the trouble to do that though.
