The "Empire Gown" at RDNA has a texture set available that has torn and poor villager type stuff for it, very good!

Don't forget it's very easy to make your own rags for most clothing by using Transmaps, if you don't know how there is a tute on my web site about how to do it, and a good pack for making the transmaps would be Ravynsworld's "rips'n' tears" brushes!
