Well, if you have a modeling program you can create the models that you need.
Then you can render them in Vue.
You may be able to get what you want with Vue primitives, like cubes and such, but without a real model creating package you are going to find that frustrating, most likely.
There are a couple of expensive such programs on the market, and some free ones, Wings and Blender being the free variety. I think Hexagon might be available for very cheap. And Silo used to be free for a demo, or such(I don't know if they still even make that one though).
ZBrush is a powerful tool for modeling as well, and inexpensive for what you get, but I don't think you really need something like this, for what you are after.
Vue isn't a modelling tool.
The simplest and easiest way is buy or use dedicated Vue models from freestuff that match the scene you want to make. If you have poser you can export models into Vue.
Lets take your example. Theres a few medival models for vue and poser in the freestuff here.
Dark anvil has a commerical wharf and other buildings which work really well. For the french tavern and streets try RuntimeDNA. Faveral at daz has some nice ones as well.
Theres loads of WW2 german products and freestuff at vanishing point.
Not sure where you'd find the U-boat though. Theres a modern one in daz freestuff.

Thanks for the info. folks. I'm new to this and realize I'm ignorant on all of what it takes to create something, but I learn quickly, and seldom quit, so I appreciate the feedback
If I understand what your telling me, 'Vue is not a modeling tool' means that it is not intended to "create" such tavern scenes. I must confess, I'm disappointed in myself for not figuring that out before I purchased it, but live and learn I guess.
What I have is a need to recreate a WWII french tavern that uboat commanders used in the town of Lorient. I have acutal pictures of the tavern at the time, so I have a really good idea of what it looks like as far as materials etc...
I also have the need to create uboat pens, or docking ports, that were used during WWII. These port scenes are important and I have actual photos of the time as well.
What would you recommend for recreating or creating these structures in 3d models that can be moved around and viewed. Same as above???
I've downloaded many of the Dark anvil stuff as well as Runtime's. Some are really good, and I'll probably use many of them, but still have the need to recreate the bar/tavern.

It can. But you are the creator not the programme. Theres "no make art" buttons in Vue or Poser. You decide whats in the scene.
Think of this anaology - ever made a diorama with plastic model kits ? You buy the kits, stick them in a scene. Thats what youre doing here.
You create the landscape in vue, add the water stuff like that. Then for the buildings you import some models. Sometimes there won't be an exact match for what you need. Thats where your creativity comes in.
For example take the pens. If theres no model use a primitive - thats a simple shape like a sqaure. Stretch it to make some blocks, move them into place and add a concette texture. Not perfect but you can get a close approaximation.
A not on 'runtimes', these are poser NOT vue models. You need to load the model into poser 1st then import it into Vue. If theres an OBJ file in the runtime you can import that into Vue, but you may need to add the textures mannually.

Either would give me (and others) a better idea of what you want to achieve..:-)

I've attached a zip file w/the pics.
There are several.
"Taverns" are the real pics of the tavern I'd like to model.
The rest are pictures/renderings of things I need to figure out how to create.
Basically, I need to be able to model barraks, uboat pens, the inside of labs, offices and taverns.
I really appreciate the help. Looking forward to hearing suggestions.
