Some figures require them, some don't. It depends on whether the figure creator used the morphs to make their figure. Most do, because it's the easier way, but not all. And not having the morph packs does not mean all your characters have to look the same.
For example, Blackhearted's Girl Next Door morph does not require the morph pack for V3 because it is a hand-tooled character based only on the base mesh, and it doesn't look at all like the V3 base. But this is the exception rather than the rule.
Also, if you plan on creating your own characters using magnets or a 3rd party app like Blacksmith, the morph pack is not necessary.
Any character for sale should specify whether it requires the morph packs or not. On DAZ I think they all do, but here sometimes merchants leave out that fact. If you're looking to buy a character and it doesn't say it requires the morph packs, check with the vendor first to see if that's actually true.
