What might be helpful is to make a database of art sites that do display illegal art. Kinda like a black list. Artists could check the list before supporting the web site with their art. The database could be expanded to include people, as I understand there are some persons who go about uploading art work, claiming to be the artist. There was an issue some months ago about this type of person.
