Yes you can - here's an example of just that:

I imported each pz3 individually into V6I, making sure that "use Poser shader" & "re-pose within Vue" were NOT ticked, then saved as a .vob.  I used about 6 - 7 different figures in order to make the crowd look random.

The crowd on the walkway is an eco-system applied to a plane, the group on the left was created using the paint eco-system function.

One final point - materials from Poser often do not load correctly into Vue, so expect to spend some time fine-tuning before you save the finished object!!  :-)
