I never thought about that rotate part, but it make sense,  

The scabbard pictures I have mostly show two rings to one side of the scabbard, one down about 3" and the other down another 4" or so.  Each then connects to a short (2 or 3") strap.  That is all they show, and I don't know if this is even for a belt scabbard or an over-the-shoulder one (I THINK the latter, though).  

A really long sword wouldn't work too well from the belt, anyway, you would have Monty-Python kinda problems with it.  ;-)
