Many of the thumbnail images there break the TOS but for some unknown reason, they are allowed to stay. So why is Rosity leaving those thumnail images alone in the "Most Viewed" section?

The thumbnail policy for "no nudity in thumbnails" was established January 24, 2007, and all thumbnails going forward could not contain nudity in them.  Thumbnails prior to that change in policy were not required to be changed.  If you look at the dates of the image uploads in the "Most Viewed", you will see that the thumbnails with nudity in them were uploaded prior to January 24, 2007.  That's why you see what is perceived as "thumbnail violations" in that area.
