The "No python installed...." message just means that some scripts you might download will have problems, but it does have a built in interpreter that's good enough for all the scripts that come with the program.  That means all your import/export scripts should work just fine unless you've gone and installed something from somewhere else over the default one.  I just tried it, and I can export .3ds just fine without python.  You might have to reinstall blender, or maybe just unzip it and copy the script folder over the old one.
