It's the strangest thing, really. V3 has geometry for both eyebrows and pubic hair, but most texturers ignore that geometry (trans=100%) and paint eyebrows and pubic hair directly on the texture.
Why??
With painted-on eyebrows, the artist is required to use hair colors that match the eyebrow colors, or else the character looks like he/she has used peroxide or a color shampoo. Transmapped eyebrows that allow the artist to choose eyebrow color to match the hair color would be much more versatile, and both V3 and V4 allow this.
V3 has pubic hair geometry, plus a morph to bring it out of the hip, so using a transmap plus color on that geometry allows for any pubic hair color the artist wants (including no pubic hair at all) V4 doesn't have that option (a mistake IMO, But there are pubic hair props for V4 out there).
The versatility in color and style that's possible with the pubic hair geometry is cast aside when textures have pubic hair painted on.
So my preference is definitely for NO painted eyebrows and pubic hair, but WITH transmaps for eyebrows/pubes.
The pen is mightier than the sword. But if you literally want to have some impact, use a typewriter
