I guess it depends on what you mean by "most." I'm not a cloth room guru in fact far from it, but I have successfully used a number of skirts/dresses in the material room that were conforming, just because I clothified the hip.
So far as pants and tops go.... I don't know if you can turn them into a hybrid in the cloth room or not. I suspect you would have to turn the whole thing into a dynamic item using the tutorial found in the tutorial area here.
Here is a render of my latest attempt using the Flamenco dress from Daz. The skirts are great but even with their morphs are limited in their posing and as with all conforming billowy skirs/dresses, the skirt part always looks "posed" and stiff on a conforming item. I clothified the hip of the skirt and used the edit constrained group to add pins in 5 places at the front of the skirt.... you can add them all the way around the top of the skirt though, which would probably be better. Then I ran the simulation. It worked really well with the exception of the fact that I could have done with another pin at the hip area.
You can see how the skirt seems to "move" with the pose.
