No that's not it...

It's got a green fring. Hmmmm.... I'd say dust but it would require a flash to get that and no such thing happens in astro photography. Lens coatings often have a green tone to them. Possibly a internal lens flare? Another possibility is a plane got into the view just as it was taken and it's the out of focus light from it. Then again who knows? It sure looks cool though. ^_^
