The download was called Victoria3UVs.exe, which gives you two UVS files: blMilWom_V3_V2UVs.uvs and blMilWom_V3_V2UVs-mat.uvs. There isn't a readme, but I assume the usual DAZ terms apply, meaning no redistribution. Victoria3to2UVfix.zip followed, containing blMilWom_V3_V2UVsFIX.uvs which I think was made by Netherworks. According to my notes, this fixes a fault in blMilWom_V3_V2UVs-mat.uvs. Hope that helps you to find the files.
