Debris is the whole key here to making these scenes work and thats why Lygher included rubble (courtesy of Helgard) in his ruined buildings set. 

Dirty and broken windows are easy enough to make - just use a transmap - indeed if you look the modular sf set I made I think theres some busted ones in that. They are certainly dirty. 

If you want attention to detail - walls need to have some wires (not 2 many) sticking out. 
Chips and bullet holes are easily done with bump maps as well. 

Also think of the ground - particulary look at shots of citys that are in warzones - say like Lebanon or Iraq. Or a building thats being demolished. The amount of debris it's massive assorted hunks of concrete and brick between buildings.

If there a road between it's often bulldozer sized scraped between the rubble and it's not straight. Plus that will have small bits of rubble in it, track marks from tanks etc etc.
