okay... tested with friend and I "declined" to see what would happen on my friend's end... nothing happed on that end BUT I GOT ANOTHER REQUEST FOR SAME FRIEND THAT I JUST DECLINED!! So the system is "auto-spamming" my site mail! I understand there are issues with this part of the site, so for now will just report and be patient.
