This uses SVDLs dynamic underwear.  What I did was set the pose for the figure then used the trans/rotate dials to get the edge of the knickers just above her finger.  Head for the cloth room and set up a new sim.  Make sure you don't start the drape from the zero pose and set the cloth to collide with the figure as you would normally then just run the sim
